  18. <p>     When describing his radical plan to reform Brazil's
  19. out-of-control economy, President Fernando Collor de Mello used
  20. to state his goal by quoting Spanish conquistador Hernan
  21. Cortes: "To win--or to win." But in recent months the
  22. supremely confident Collor, 41, has notched precious few
  23. victories. The inflation rate, after being cut from 80% a month
  24. to less than 10%, is back to 17%. Interest rates are sky-high;
  25. unemployment is rising. Last week Collor got more bad news. In
  26. runoff elections for 15 governorships, progovernment candidates
  27. lost in the biggest and most influential states, including Sao
  28. Paulo.

  30. <p>     Last month the leader of Collor's party in Congress
  31. resigned, grousing that the President was behaving like "an
  32. unthroned emperor." Now Collor must establish a dialogue with
  33. Congress. That dialogue may result in wage hikes and other
  34. measures that could carry Brazil into a new round of
  35. hyperinflation.
